CONCORD -- Contra Costa County and California have resolved their differences and a new health insurance exchange call center and its 204 new jobs slated for Concord is moving ahead, county staff told supervisors Tuesday.

Covered California, which is overseeing the state's implementation of the federal Affordable Care Act, declared in a letter it was "delighted" that the county had chosen a site.

Last Friday, the board of supervisors selected a Garaventa Enterprises-owned building at 2500 Bates St. in Concord over an office building in Richmond. The close 3-2 vote came after months of delays over labor and other disputes that threatened to jettison the entire deal.

The state required a specific cubicle design that could have added $1 million to the cost of outfitting the new call center. But after a Tuesday morning visit to the Concord building, which Comcast used as a call center until December, the state accepted the existing furniture.

The state plans to open three call centers in California staffed with public employees by the end of the year. Workers at the centers will enroll residents who will be eligible for health care coverage when the federal Affordable Care Act goes into effect in 2014.
