In a report released Thursday, City Auditor Courtney Ruby found that council members Desley Brooks and Larry Reid violated Oakland's rules prohibiting council members from interfering in administrative affairs.
The audit's findings include: Brooks interfered in the management and renovations for two Oakland recreations centers by negotiating and establishing terms for contracts, setting project deadlines and hiring staff. Brooks threatened to remove a city staffer from a project in the council member's district. Brooks and Reid interfered with the former Redevelopment Agency's contracting process for an Oakland Army Base contract. An unnamed aide to Reid ordered staff "to fix" two of the aide's parking tickets. An unnamed aide to Reid also acted "abusively and unprofessionally" toward a staffer working on a project in Sobrante Park. One staffer was treated so poorly by unnamed council members that the staffer needed stress-related treatment.
