A body found floating in the Oakland-Alameda Estuary was identified on New Year's Eve as a missing Berkeley man, police said.
Employees and residents of Evelyn's Residential Care Home on Alcatraz Avenue last saw Richard Rice, 59, on Dec. 28, but they did not immediately report him missing because their policy is to wait 24 hours, police said. It was also not unusual for Rice to leave and go walking, they said.
Authorities said it appears Rice did not drown and was not in the water a long time when he was found. The exact cause of death has yet to be determined, but Oakland police do not suspect foul play. Investigators are not sure whether Rice entered the water on the Oakland or Alameda side of the estuary.
A kayaker who discovered his body initially thought it was a log, but then realized it was a person and pulled the body onto his kayak and brought it to a private marina adjacent to Oakland's Estuary Park, on Embarcadero West.
Oakland police were notified at 9:06 a.m., and Rice was pronounced dead at the scene. Anyone with information is asked to call Oakland police at 510-238-3821.
TUESDAY, DEC. 25 DRUG POSSESSION -- A cyclist whom a patrol officer detained for a traffic violation was arrested about 1:45 a.m. after he was found in possession of suspected methamphetamine, police said. Police allegedly found the substance after a background check showed the 47-year-old man was on parole and could be searched. VEHICLE THEFT -- A vehicle was reported stolen about 2:10 p.m. in the first block of Maitland Drive.
WEDNESDAY, DEC. 26 VEHICLE THEFT -- A vehicle was reported stolen about 8:10 p.m. in the 1800 block of Broadway. Police recovered a stolen vehicle at 3:25 p.m. in the 100 block of Brush Street.
THURSDAY, DEC. 27 DRUNKEN DRIVING -- A motorist, 55, involved in a traffic collision was arrested about 7:40 p.m. on suspicion of drunken driving at Fernside Boulevard and Otis Drive. A woman, 64, was arrested on suspicion of the same offense about 10:50 p.m. in the 2100 block of Otis Drive, where she was involved in a traffic collision. The woman, who refused to perform field sobriety tests, was booked at the North County Jail in Oakland.
FRIDAY, DEC. 28 BURGLARY ARREST -- Police arrested a man, 34, on suspicion of burglary after they said he threw a rock into a glass door at a restaurant in the Blanding Shopping Center and stole alcohol from inside. The man fled on foot across the nearby Park Street Bridge into Oakland, where officers detained him and he allegedly admitted carrying out the break-in. The man, who was arrested at 6:30 a.m., was also wanted on an outstanding felony warrant and was booked at the North County Jail in Oakland. DRUG POSSESSION -- A 33-year-old cyclist whom a patrol officer initially detained for traveling on the wrong side of the street was arrested after he was found in possession of less than one ounce of marijuana, suspected methamphetamine and narcotics paraphernalia, police said. The man also showed symptoms of being high on methamphetamine before he was arrested at 1:15 p.m. in the 1400 block of Pacific Avenue. Police also arrested a man, 48, on suspicion of possessing narcotics paraphernalia just after 11 p.m. in the 800 block of Laurel Street, where he was also released with a citation. IDENTITY THEFT -- A resident of the 1600 block of San Jose Avenue reported identity theft about 2:40 p.m., police said. BURGLARY -- Someone stole a bicycle from a storage room at an apartment complex in the 700 block of Atlantic Avenue in what police are classifying as a burglary. The theft was reported at 1:20 p.m. A burglary was also reported just after 4 p.m. in the 2000 block of Sandcreek Way, where someone stole items from a residence after entering a home through a bathroom window.
SATURDAY, DEC. 29 BURGLARY -- A man accused of burglarizing a residence in the 2400 block of Lincoln Avenue also faces a battery charge after he allegedly assaulted a resident who was detaining him until police arrived. The man, 42, entered the building through a bathroom window and was arrested about 12:45 p.m., police said. RECOVERED STOLEN VEHICLE -- Police found a vehicle reported stolen to the California Highway Patrol about 12:50 p.m. in the 1800 block of Thau Way. Police also said a vehicle was reported stolen at 10:25 p.m. in the 400 block of Willie Stargell Avenue.
SUNDAY, DEC. 30 DRUNKEN DRIVING -- Police arrested a motorist, 26, about 12:45 a.m. on suspicion of drunken driving after he was involved in a traffic collision in the 2400 block of Webster Street. RAPE -- A 46-year-old man faces rape and other felony charges after he choked his girlfriend until she lost consciousness on three occasions and sexually assaulted her after she refused his advances, police said. The man also refused to let the woman, who suffered visible injuries, leave the Stanton Street residence, police said. The arrest occurred just before 2 a.m.
