HAYWARD -- The family of missing Hayward mother Samantha Tuia is offering a $3,000 reward for information leading to her safe return.

Samantha Tuia, 29, was last seen leaving her home in the 27800 block of Havana Avenue just before noon on Feb. 19, said Sgt. Eric Krimm. Her family reported her missing the following morning. Police don't suspect foul play but are investigating.

There is added concern for her safety because she is developmentally disabled.

"The family wants everyone to know that she operates at a diminished mental capacity. She is operates as a young teenager mentally," said Amy Rickard, director and family advocate with South County Family Services. Rickard is working with the missing woman's family to find her.

Tuia, who has a 6-year-old daughter, told family she was headed to work the day she went missing, but investigators later learned she was not employed, police said. It is not clear why she lied about her employment.

Police said Tuia is Samoan, 5 feet 5, 230 pounds, with black hair and brown eyes. She was last seen wearing a white shirt, a red jacket over a gray hooded sweater and blue jeans. She usually wears her long hair in a bun.
