The California Dream Act took full effect in January, making state financial aid and fee waivers available to students, regardless of immigration status. This includes students in the country illegally as well as those who have been granted temporary legal status under a federal program known as Deferred Action for Childhood Arrivals.

Cal Grants under the Dream Act:

-- 20,182 applications submitted

-- 17,769 were complete

-- 6,035 grants expected to be awarded for 2013-14

-- amount budgeted for Dream Act applicants: $19.5 million

-- maximum amount: $12,192 annually for four years of college
