OAKLAND -- A suspected San Francisco gang member was charged Tuesday with murder for the April 23 fatal shooting of a San Francisco rapper in downtown Oakland, police said.

Police said the suspect, DL Raney, 21, of Richmond, killed Keith L. Head, 22, whose rap name was K.O. Da Bandit, near the intersection of 13th Street and Broadway.

Raney refused to talk to investigators, police said.

Even though both men have San Francisco links, Oakland Sgt. Randy Brandwood said police have not been able to determine yet if they knew each other or what led to the shooting.

Head was hanging out in downtown Oakland with some friends when he was shot about 10:21 p.m. April 23.

Brandwood said the two men got into an altercation in the middle of the street that ended with Head being shot.

Brandwood said video surveillance footage recovered from the area as well as physical evidence -- he would not say what -- linked Raney to the shooting.

Raney was arrested Saturday night in Richmond by police there in the 500 block of Fifth Street near his home. He is being held without bail at Santa Rita Jail.
