A Hayward man was arrested in Novato on a warrant charging him with a gang-related shooting last year in San Rafael.
Mark Oviedo Velazquez, 24, was arrested Sunday afternoon in the 800 block of Sutro Avenue. He is being held at the Marin County Jail in lieu of $225,000 bail.
Another suspect, Jeffrey Adolfo Diaz Arrega of San Rafael, is also in custody in connection with the shooting. Diaz, 19, was arrested Feb. 8 and has several criminal matters pending.
The incident occurred May 4, 2013, when police received a report of gunfire along Woodland Avenue and two cars racing on the street. Police quickly stopped a suspect vehicle, detained its five occupants -- including driver Diaz and passenger Oviedo -- and seized a .357-caliber handgun from under the back seat. At least three of the occupants were documented gang members, police said.
The suspects were eventually released pending further investigation. Police later identified two victims, a pair of teenagers in a rival gang, who said someone in the suspects' car fired a gun numerous times into their Honda Civic. The victims suffered minor scrapes from shattered glass.
DNA tests on the gun's trigger, hammer and frame were eventually matched to three possible contributors, including Oviedo, according to an affidavit by Deputy District Attorney Dorothy Chou Proudfoot. A warrant for Oviedo's arrest was issued last week.
Oviedo, who was a Novato resident when the shooting occurred, is charged with assault with a firearm, shooting at an occupied vehicle and gang-related crimes, according to the district attorney's office. He was scheduled to be arraigned on the arrest warrant Tuesday in Marin Superior Court.
Diaz is charged with the same crimes as Oviedo, plus driving on a suspended license and blowing a stop sign.
