RICHMOND - A Richmond parolee was arrested Wednesday after police caught him with a loaded firearm and stolen property, a police lieutenant said.

Detectives arrested 25-year-old Robert Mejia, a parolee on a GPS monitor, after finding him with a loaded gun and stolen items in the 2900 block of Howard Street, Richmond police Lt. Andre Hill said.

Mejia was convicted along with two other men of voluntary manslaughter in 2009 for the fatal beating of a homeless woman, court records show.
