The single-vehicle crash took place about 12:15 p.m. on Sycamore Street just south of Mayhews Landing Road, Cmdr. Mike Carroll said.
It was not immediately know what caused the wreck. The driver of a Ford pickup truck -- a 48-year-old Newark woman -- was transported to a hospital to be treated for minor injuries after she crashed, Carroll said.
Neither drugs nor alcohol are suspected in the crash, Carroll said.
About 1 p.m. police said PG&E crews had responded to the scene to attempt to restore power to about 3,800 homes.
Just after 2 p.m., the city's public works department and police were putting up stop signs at the affected intersections. As of 4:05 p.m. power had been restored to all intersections and only 38 homes were left without power.
PG&E estimated power would likely be restored to those remaining 38 homes by midnight.
