LOS ANGELES—Los Angeles County Sheriff Lee Baca says he plans to implement all the reforms suggested by a commission in the wake of allegations that a culture of violence flourished in his jails.

Baca told reporters Wednesday he will hire an outside custody expert to run the jails and establish an independent inspector general to investigate the nation's largest jail system.

The Los Angeles Times reports (http://lat.ms/Vw2i7U) that Baca has no immediate plans to discipline senior managers who he claimed kept him in the dark about problems of excessive force. An investigation into those claims is ongoing.

Baca's comments came after a 194-page report blamed Baca for ignoring repeated warnings about the problems. It recommended more than 60 reforms, including a management shake-up and harsher penalties for excessive force and dishonesty.
