The man has not been identified, deputy Naomi Silva said.
Silva said she believes he is a man with alcohol-related arrests, but said the body was thinner and that perhaps the man had been ill recently and had lost weight.
She said if he has been arrested, his fingerprints will be sufficient to identify him. They will then notify family members before releasing his name, she said.
The body was found by Caltrans workers Monday afternoon in a homeless camp near the highway.
