Several Inland Empire residents have been named in an indictment charging them with taking veterans' or Social Security benefit payments to which they were not entitled.

The United States Attorney's Office, Department of Veterans Affairs and Social Security Administration's Office of Inspector General allege 10 Inland Empire residents and a Washington woman engaged in the fraud.

A grand jury has returned 10 indictments, each charging a separate defendant with theft of government property exceeding $1,000 in value.

If convicted of theft of government property in excess of $1,000, the accused face a maximum sentence of 10 years in federal prison.

The accused face a maximum sentence of five years if convicted of making false statements or submitting false documents to a federal agency.

Those indicted:

  • Linda Marie Phillips, 59, of Fontana, is also charged with making a false statement to a government agency. She is scheduled to be arraigned on the charges on Nov. 28 in Riverside federal court.
  • Michael Leslie Snyder, 66, of Riverside, is charged with presenting a false document to a government agency. He is scheduled to be arraigned Dec. 7 in Los Angeles federal court.
  • William Edward Catchings, 71, of Pomona, is also charged with making a false statement to a government agency. He is scheduled to be arraigned Nov. 27 in Los Angeles.
  • Marta Urbina, 64, of Riverside, is scheduled to be arraigned Nov. 21 in Riverside.
  • Betty Jean Vieira, 66, of Moreno Valley, is charged with making a false statement to a government agency. She is scheduled to be arraigned on the charges on Dec.3 in Los Angeles.
  • Michelle Kay Jarrett, 42, of Lytle Creek, is scheduled to be arraigned on Dec. 3 in Los Angeles.
  • Richard Victor Schmitz, 67, of Loma Linda, who is charged with making a false statement to a government agency, and for whom an arrest warrant has been issued.
  • Carmen Eugenia Tallman, 67, of Kent, Wash. is scheduled to be arraigned Dec. 12 in Riverside. She is accused of making a false statement to a government agency.
  • Gilbert Jose Leon Guerrero, 65, of Chino, and Valerie M. Ikeda, 45, of Moreno Valley are at-large and a warrant has been issued for their arrest.
