The Daily News of Los Angeles ( http://bit.ly/T9NxnU) says the city's Personnel and Animal Welfare Committee this week recommended a full City Council vote on a ban.
The proposal gives the council an alternative of voting to ban the use of elephant goads called bullhooks.
Animal welfare activists praised the move.
However, the producer of the Ringling Bros. circus says a city staff report isn't credible and the city didn't consult any experts about the treatment of circus elephants when it drafted the proposed measure. Feld Entertainment of Virginia also says a ban could cost hundreds or even thousands of local jobs.
