UPLAND - The city will be entering a contract with a consulting group to review the city's solid waste rate structure.

Roseville-based R3 Consulting Group Inc. has been contracted to study the rate structure to help achieve compliance with new legislation that became effective in July.

"The current program fee does not appear to be sufficient to meet these state legislation program changes, considering the new legislation requires for increased recycling and the addition of commercial and multifamily units," said Rosemary Hoerning, the city's public works director.

The legislation expanded recycling requirements to include commercial and multifamily residences as well as increased the recycling goals to 75 percent by 2020.

The city's current rate structure was developed to meet a 50 percent by 2000 and does not include commercial or multi-family residences.

The contract with R3 will cost $39,930. An additional $50,000 was authorized for administration and contingency costs.

The city contracts with Burrtec Waste Industries Inc. for the collection and disposal of solid waste in the city.

Their contract as well as Municipal Code sections and utility billing may also have to be reviewed, according to a city staff report.
