UPLAND - The Upland Planning Commission has approved a correction to a proposed project to build a 7-Eleven convenience store at the southeast corner of Campus Avenue and Foothill Boulevard.

The correction is related to a traffic analysis conducted for the project and will not change the project, but needed to be addressed before an appeal of the project is heard by the City Council on Dec. 10.

"We thought (to) go back to the Planning Commission to make sure everyone is on the same page out of an abundance of caution and then go back to the City Council and then they'll hear the appeal," said Jeff Zwack, the city's development director.

7-Eleven is requesting approval to demolish an automotive repair building and build a new store at 720 E. Foothill Blvd.

Upland-based attorney Cory Briggs filed an appeal in September 2011 on behalf of nearby business owner Sheela Matthew challenging the project's environmental findings.

The appeal was heard by the City Council and sent back to the Planning Commission, which approved the project in June.

A second appeal was filed in July, which is expected to be heard by the council on Dec. 10 after being postponed four times.

When staffers were reviewing the appeal prior to the Oct. 8 council meeting, they discovered the error in the traffic analysis.

When the traffic study was conducted for the project, the automotive building was considered to be operating but it was vacant.

"The correction is truly of a minor nature and the correction does not result in any environmental impact nor has any effect on the project," said Jennifer Williams, an assistant planner with the city.

Matthew addressed the commission during their meeting Wednesday.

"There are several established businesses less than a mile of that one," she said. "I believe we don't need one more convenience store at the corner."

Although it may seem odd to some residents to allow a 7-Eleven convenience store to move in across the street from another convenience store, Zwack said businesses applying for permits to open conduct a market analysis to determine how successful they could be.

"Evidently, they've gone through that market analysis and determined the answer is yes," he said.

"They don't sell exactly the same thing. It's not two 7-Elevens or two Starbucks. They're similar, but their product is a little different, so they believe they will compete and be successful. Otherwise who would invest all that money."
