West Valley Superior Court Judge Jon Ferguson made the decision following testimony and evidence Tuesday at the preliminary hearing for suspect Jason Cox.
Cox was arrested in September on suspicion of gross vehicular manslaughter while intoxicated, as well as a hit-and-run resulting in death of injury, officials said.
A white utility truck hit Michael Vega, 25, of Norco about 6:40 p.m. Aug. 28 on Foothill Boulevard east of Ramona Avenue. Vega died shortly thereafter.
The main evidence that drew deputies to Cox involved heavy damage to the front of the truck and paint that appeared on Vega's bike and the truck, officials said.
San Bernardino County Sheriff's deputies arrested Cox at his home in Rancho Cucamonga but he posted bail and is currently out of custody.
Deputy District Attorney Dan Ross made a motion to increase Cox's bail at Tuesday's hearing, but the motion was denied, according to court records.
Cox is scheduled to be back in court on Feb. 5.
