Prosecutors in Riverside say 32-year-old Salvador Gonzalez-Chavez of Fontana was convicted earlier of conspiring to distribute and possess heroin. He was sentenced on Monday.
Gonzalez-Chavez was the leader of a drug trafficking organization involving at least 19 co-conspirators.
A U.S. Attorney's office news release says the group primarily imported heroin, and some cocaine, from Mexico and distributed the drugs in San Bernardino and Riverside counties.
The Drug Enforcement Administration and the Redlands Police Department participated in the investigation.
