WALNUT CREEK — Power outages crippled the evening commute along Ygnacio Valley Road, Treat Boulevard and throughout downtown today, police said.
The outages, which affected traffic signals along the Ygnacio Valley corridor, were first reported about 4:30 p.m.
Traffic quickly began to back up, limiting where drivers could go downtown and preventing others from exiting the freeway in Walnut Creek, police Sgt. Steve Gorski said.
"It was a real mess," he said.
City workers eventually began to power the traffic signals using portable generators, and Pacific Gas & Electric crews had power restored by 7 p.m., Gorski said.
The outages were believed to have been caused by high winds, utility company spokesman J.D. Guidi said.
