CONCORD -- The city has hired a new police captain, Capt. David Downing of the Oakland Police Department.

When Downing starts Monday, he and Capt. Dan Siri will be the highest-ranking officers in the department under Chief Guy Swanger.

Downing will lead the department's patrol operations, City Manager Dan Keen said. Downing's salary will be $202,142.

Downing, an Air Force Reservist who served in Iraq and Afghanistan, has been an Oakland police officer for 23 years. He has served on Oakland's Tactical Operations Team since 1992, in addition to commanding several divisions of that police department. He lives in Pleasant Hill.
