Restricting the number of bullets in magazines

Although a ban on assault weapons remains unpopular, some gun control advocates think a law restricting gun magazines could pass in part because it is popular with the general public. An official who met with Biden's task force told NBC that a ban on large magazines would be included in the proposal.
Passing a federal gun trafficking law

Under current law, prosecutors in gun trafficking cases must show that the seller knew or had reason to know that a buyer was a felon. Gun control advocates argue that a federal gun trafficking law that changes that would create an incentive for more thorough background checks. The Huffington Post reports that it will be included in the proposals.

Private gun sales, including those that take place at gun shows, do not require a federal background check. The Washington Post reported that Biden's task force will recommend "universal background checks," which means they would be required in any gun sale.
Expanding federal data in background checks
President Obama could order federal agencies provide more comprehensive data to the federal background check database, especially on mental health. Democratic Rep. Mike Thompson of California told CNN that could be one of the executive actions Obama takes without Congressional help.
Cracking down on people who lie on background checks
White House aides told the New York Times that the recommendations also will include directing federal prosecutors to crack down on people who lie on their background checks.
Limit imports of guns

People briefed on the Biden task force say that it includes a recommendation to impose new limits on guns imported from other countries, an action the president could take on his own.
Appointing an ATF director

The federal agency in charge of enforcing gun laws, the Bureau of Alcohol, Tobacco, Firearms and Explosives, has not had a permanent director for six years. Several accounts of Biden's comments on actions Obama could take immediately include naming an appointee to the bureau.
Expanding research into gun violence
During the 1990s, Congress pulled funding and added language to appropriations bills that effectively restricted federal research into gun violence. An official who met with Biden's task force told NBC that Biden mentioned "new avenues for gun violence research," likely through the Centers for Disease Control.
