ANTIOCH -- Interested in serving on the City Council? You have a little more than a week to submit your application.
In a 3 to 1 vote, the newly installed City Council -- Mayor Wade Harper and council members Mary Rocha, Monica Wilson and Gary Agopian -- voted this week to take applications for the remaining two years of the seat left open after Harper was sworn in as mayor.
Harper became the first black mayor in Antioch's 162-year history this week.
Agopian cast the lone vote against taking applications, saying that former mayor and 14-year councilman Jim Davis, should be appointed by virtue of being the third-highest vote-getter in the November election.
"The people should have the right to choose their leadership, not a council," Agopian said.
The council also discarded the option of holding a special election, which would cost the city about $267,000.
"I'm not willing to waste taxpayers' money," said Harper, adding he watched video of the city's 2008 appointment process and the council would have to "fine tune" it this time around to get rid of procedural flaws.
In 2008, the council opened up the appointment process for Davis' seat, ultimately picking political consultant Martha Parsons to fill the position.
After the vote for taking applications Tuesday, the council laid out some ground rules for the appointment process.
Those interested in applying must submit signatures from 20 to 30 registered
Applicants will also be allowed a statement in public of no more than three minutes at the Dec. 18 meeting, as the council will make its decision that night.
Davis and Donald Freitas, Antioch's mayor from 2000 to 2008 and third-place finisher in this November's mayoral race, said they would apply. Noel Pinto and Walter Ruehlig, the other council candidates in the election, said following Tuesday's meeting they were undecided about seeking appointment.
City Council applications must be submitted by 4:30 p.m. Dec. 13. The required paperwork can be picked up at City Hall, 200 H St., or on the city's website, www.ci.antioch.ca.us.
