OAKLEY -- The library's out and a discount variety and grocery store is back in.

The City Council agreed Tuesday to stick with the original plans to have a Dollar General Market occupy the CentroMart building, putting an end to any talk of moving the community's library from its cramped quarters on a high school campus to the approximately 15,000-square-foot site downtown.

In a 4-0 vote, council members reaffirmed last year's sale of the Main Street structure to a commercial real estate developer, which is a partner with the retailer.

DG Market, as it is known, is a chain of stores owned by the Goodlettsville, Tenn.-based Dollar General Corp. that sell both household items and fruits, vegetables, dairy products and fresh meat.

A slightly different version of this two-pronged approach already exists in Brentwood, where a Dollar General Plus store occupies another former CentroMart building. The only perishable food items that business carries are frozen and refrigerated.

Oakley City Council in May 2012 approved the sale of the building for $630,000, acting in lieu of Oakley's by-then dismantled redevelopment agency.

Because the property had been purchased with redevelopment funds, the state also had to sanction the transaction.

But one month after the city signed a sales agreement with the developer, Dollar General temporarily nixed plans to open more DG Markets in California. Since then the deal has been in limbo, only recently becoming a possibility again when the discount retail giant canceled its moratorium.

Councilwoman Diane Burgis asked whether there is an iron-clad guarantee that the corporation won't change its mind and open one of its dollar-only store businesses there instead.

City Manager Bryan Montgomery responded that if the company did decide to change course, it first would have to apply for a conditional use permit -- and obtaining it would require the council's approval.

Remodeling and enlarging the building will take roughly six to eight months, Montgomery said, adding that the store is expected to open in spring 2014.
