An administrative law judge on Tuesday cleared the way for a possible rate reduction for Bay Point residents.

Under the proposed decision, which must still be approved by the state Public Utilities Commission, residents would see a 4.2 percent rate reduction in their 2013 monthly water bills.

Currently, the average water bill for a Bay Point resident is around $61.

Company officials has sought a rate hike for Bay Point and other regions served, saying it was needed to maintain the system's aging infrastructure and to make capital improvements to provide better service while consumer advocates argued that Golden State had adequate revenues and there is no need for a rate hike.

Under the proposed decision, Golden State customers statewide would see a 16 percent increase in 2013, a number that includes all areas in the state served by Golden State.
