The California Highway Patrol arrested a Richmond man near Sebastopol on Wednesday morning after he was found passed out in a stolen vehicle containing other people's mail.

CHP officers were informed at 6 a.m. Wednesday of a blacked-out vehicle blocking Burnside Road in Sonoma County south of Sebastopol.

Officers found the driver, Jovali Orozco, 24, passed out behind the wheel of the 1994 Toyota. Orozco appeared intoxicated and CHP officers found a partially consumed 24-pack of beer in the car, He was arrested after a DUI evaluation, according to the CHP.

The officers also found a methamphetamine pipe in Orozco's pocket. Several pieces of mail with a variety of names and a file that was shaved down to start the car were found inside the vehicle, CHP officials said.

The CHP officers and a Sonoma County sheriff's deputy located several people in the area whose mail was taken and whose homes were burglarized, according to the CHP.

CHP officials said the Toyota had been stolen the day before in Richmond. Orozco was booked into Sonoma County Jail on suspicion of DUI, vehicle theft, burglary and possession of stolen property, burglary tools and drug paraphernalia.
