Rotarians hear about high insurance rates: The only people who can do anything about the high automobile insurance rates are the rank and file, Carl Whitehouse of Oakland told the Rotary Club of Brentwood when he was guest speaker on Monday noon. Whitehouse is manager of the casualty department on one of the largest insurance companies and he spoke on "Insurance Information for Businessmen."

He explained that it is the public who make the rates, which are based upon the number of accidents and the verdicts that juries return in damage suits. By serving willingly when called for jury duty, the public can raise the level of jury makeup and help to avoid some of the excessive verdicts now being returned.

While only a small percentage of drivers cause the accidents, he added, they determine the rates for all drivers.

Planchon is looking out for Oakley's future: By his actions and the way he speaks of this town, one would be hard pressed to ever guess Stan Planchon is actually a native San Franciscan.

However, he has lived in the area for the past 31 years, and since 1977 the Oakleyite has been heavily involved in local politics.

Although retired from his general contractor business for the past two years, Planchon keeps busy by serving on the East County Regional Planning Commission as the town's representative.

Playing an active role in the planning of Oakley's future isn't something Planchon does to fill his free time.

"Call it flag waving or whatever you want, but I have some old-time beliefs and one of those is that you should strive to put something back into your community to replace what you've taken out," Planchon said.

"Some people may feel they are too busy, but it all seems like the busier I was, the more got accomplished," he said.

Planchon had ties with this town that go far beyond his 31 years of residence here.
