I want to thank the 15,000-plus Antioch voters who cast their vote for me to serve them as their city clerk. I am looking forward to this new opportunity.
There are some big shoes to fill, following in the footsteps of Dottie Marks, Chickie Rundell, Jolene Martin and the current City Clerk Denise Skaggs.
And the City Clerk's office has been fortunate to have had the able bodied support of its Deputy City Clerks: Janet Chalk and Christina Garcia -- two women who are true professionals.
Efforts to make more information available on the city's website have been herculean, requiring the scanning of thousands of older documents. And there are still many more to be scanned and made readily available to the public at the click of their mouse.
In the past, residents who wanted to see a candidate or elected officials FPPC (Fair Political Practices Commission) forms have had to go in person to the City Clerk's office to review them; and if they wanted copies it had a cost per sheet and required staffs time to do that.
But I would like to make all FPPC documents available on the city website as well as establishing a procedure for the electronic filing of FPPC forms as several other counties and cities have done.
The functions of the City Clerk in a General Law City such as Antioch are governed by Government Code and the Antioch Municipal Code. They include: Keeping an accurate record of the city council; Maintaining an ordinance book and record all certified city ordinances; Custodian of the city seal; Administering city oaths, certify city affidavits and depositions, and appoint deputies; Administering duties created by the Election Code regarding elections. The Government Claims Act also allows a government claim to be filed with the city clerk and to receive Statements of Economic Interest under the Political Reform Act and all FPPC candidate campaign filings.
To keep abreast to current requirements and training, I intend to join the City Clerks Association of California and participate in their seminars and training sessions. This is particularly important in light of changes made by the state Legislature.
Lastly, it is the residents of Antioch who need to let me know what they would like to see from the city clerk's office.
