LIVERMORE -- Already home to the popular Livermore Premium Outlets, El Charro Road at Jack London Boulevard may welcome another large retail center -- the Shoppes at Livermore -- in time for Christmas next year.

Developer Red Mill Capital unveiled plans for a 125,000-square-foot mixed retail and restaurant complex to the city's planning commission on Aug. 5. The development is planned for 12 acres directly south across the street from the outlet mall.

Roughly one-third the size of the existing Premium Outlets, the Shoppes at Livermore will carry a similar look to the outlet mall, as it was developed with the same design team.

Livermore's economic development manager, Catherine Ralston, said the new retail center would complement the Premium Outlets, giving visitors more to do in the area.

"This will give us a secondary retail center located there in a regional spot, which is good for the shoppers and for tax revenue," Ralston said. "There's also a relatively good mix of restaurants, which is needed in that area ... They'll work together well out there."

Ralston said Red Mill Capital plans to bring in about 35 retail stores and anywhere from three to seven restaurants. The developer has yet to reveal details on anchor stores or specific tenants. Attempts to reach representatives for the developers at their New Jersey headquarters were unsuccessful.

Planning commissioners reacted positively to the proposal but made a few recommendations on the site plan, such as improving pedestrian connections within the site and to the multiuse Arroyo Trail and shifting one of the retail pads further east to open up views into the center.

"I think it's an exciting project," said commission Vice Chair Steven Spedowfski. "It's going to be great to have some restaurants right across from the outlets."

According to project planner Ben Murray, the proposal includes adequate parking of about 570 spaces and is consistent with the El Charro Specific Plan approved by the City Council in 2007.

"It fits in well in terms of design," Murray said.

The developer will return for a formal Planning Commission hearing in late summer or early fall and hopes to open the shopping center before Christmas 2015, city officials said.

Meanwhile, the adjacent 42-acre, 130-store Livermore Premium Outlets, which has drawn 8 million visitors since opening in 2012, has begun grading for its second phase of construction. The expansion will add 200,000 more square feet of retail stores and about 50 more upscale outlet stores. The project, city officials said, is on track for a grand opening in the fall of 2015.

"It's becoming a regional retail hub," Ralston said of the El Charro/Jack London area. "It's been a major draw for a huge population of people from outside the area."
