California is out of the money yet again.

Federal officials Wednesday announced that California was bounced out of the competition for a share of $200 million in Race to the Top funds because it submitted an "incomplete application."

Officials from the California Department of Education could not be reached, but state schools chief Tom Torlakson issued a news release that said he is disappointed with the decision.

California's failed education data system was cited as a reason why the state did not win Race to the Top funds the previous two rounds. In August, the state lost federal funding for a data system to track teacher information after Gov. Jerry Brown vetoed the funding in the budget.
