An online petition urging Contra Costa County District Attorney Mark Peterson to file criminal charges against a 17-year-old driver in the deaths of a Concord father and daughter has collected hundreds of signatures.

As of Sunday afternoon the petition calling for charges against David Rosen in connection with the April 7 deaths of Solaiman Nuri, 41, and his 9-year-old daughter, Hadessa, had been signed more than 500 times. The petition claims justice cannot be served without prosecution.

Peterson and Concord police did not immediately respond Sunday to phone and email messages seeking comment.

Police recommended earlier this month Peterson file vehicular manslaughter charges against the driver.

There have been rumors whether the teen was distracted by a cell phone before the crash, but Concord police officials did not explain their recommendation and prosecutors have been silent.

Authorities say Rosen was speeding on Treat Boulevard the morning of the crash when he lost control of his 2002 Cadillac Escalade and slammed into three members of the Nuri family near Oak Grove Road. The father died at the scene, while his daughter later succumbed to her injuries at a hospital, and a second daughter, 12-year-old Hannah Nuri, suffered minor injuries.
