The Hercules Planning Commission on Monday will discuss Town Centrale, the stalled residential-and-retail complex formerly named Sycamore North.
A public hearing will discuss an addendum to prior environmental impact reports; General Plan and zoning amendments; a final Planned Development Plan; a vesting tentative map; and a development agreement with the city.
The applicant is UC-BNB Partners LLC, led by Mark Conroe, president of Presidio Development Partners LLC of San Francisco. Town Centrale is on Sycamore Avenue several hundred feet west of San Pablo Avenue.
Originally planned to satisfy the affordable housing requirement of the adjacent Bayside subdivision under then-prevailing state redevelopment rules, Sycamore North was proclaimed a "failed project" by the Hercules City Council last year. By then, the city-owned project had run out of money, with about $35 million already spent and the four-story structure about half completed.
Conroe wants to build 145 high-end rental apartments at Town Centrale, with about 10,000 square feet of restaurants and stores on the ground floor.
The commission will meet at 7 p.m. in the Hercules City Council chamber, 111 Civic Drive.
