This is part of the apology made by Orinda Mayor Sue Severson at Tuesday night's City Council meeting:

"I would like to sincerely apologize to my fellow council members and to citizens for my inadvertent violation of provisions of the council's policies and procedures manual ... which relates to staying neutral on matters which will or may come to the city council for a quasi-judicial hearing," Severson said. "While my actions did not influence the decisions made, I am truly sorry for any upset or negative reflections on the council and the city for unintended community divisiveness that may have resulted from my actions."
