MARTINEZ -- Raul Ochoa, the Richmond man who controlled and sexually abused a female relative for 15 years, was formally sentenced to 22 years in prison Tuesday morning as part of a plea agreement.

Ochoa, 52, pleaded guilty to one count of forced lewd acts on a child and two counts of forcible rape. Deputy district attorney Ryan Wagner said Ochoa would have to serve 85 percent of his sentence (nearly 19 years) before being considered for parole. Ochoa will have to register as a sex offender for the rest of his life.

Wagner said the victim, whom this paper is not naming because she is the victim of sexual abuse, was not in Judge Terri Mockler's courtroom for Tuesday's sentencing. A letter was read to the court on behalf of the victim.

"This is for you to know," the letter read in part. "I have friends who look out for me and take care of me like you never did. I don't need you."
