'Terraces of Lafayette' review March 4
Planning commissioners will resume a hearing March 4 on the possible impacts of constructing a 315-unit apartment complex on Deer Hill Road. Officials took public comment Jan. 7 on an environmental review of a plan to build the Terraces of Lafayette on 22 acres formerly known as "the Christmas tree lot." Environmental consultants also made a brief presentation on the report.
Commissioners questioned staff and asked for more information about some issues raised before deciding to continue their discussion. Staffers have asked for more time to respond.
The meeting begins at 7 p.m. at the Lafayette Library & Learning Center community hall, 3491 Mt. Diablo Boulevard.
Saturday memorial service for Brandon Huang
A memorial service for Brandon Huang, a 20-year-old Orinda man found dead outside his Cal-Poly residence hall in San Luis Obispo Feb. 9, will be held Saturday at Hull's Walnut Creek Chapel, 1139 Saranap Ave. in Walnut Creek.
Huang was found outside the Poly Canyon Village residence hall where he lived while attending Cal-Poly, after witnesses said he had been having problems breathing after attending a house party. He died the next morning at a local hospital.
The San Luis Obispo County coroner has said it could take six to eight more weeks for results of toxicology tests following an autopsy to come back.
Huang was a graduate of Miramonte High School, where he was a varsity basketball player. He was a second-year biology major at Cal-Poly.
In lieu of flowers, memorial donations can be made in Brandon's name to a Cal Poly Biology Department Scholarship Fund. Checks can be mailed to Cal Poly University Advancement, Attn: Scholarship Program, San Luis Obispo, CA 93407-0443.
Farmer's market on for May
City leaders approved this week extending a contract with a local nonprofit group that will bring farmers and their fresh fruits and vegetables back to downtown for another two years.
Officials greenlighted an agreement Tuesday with the Contra Costa Certified Farmers Market that will allow the organization to operate Saturdays on Orinda Way. The extension will expire in 2014.
The market will operate from 9 a.m. to 1 p.m. beginning May 4. It will close for the season on the first weekend in November.
Bollinger Valley Draft EIR up for review
A draft report on the environmental impacts of a proposed 126-home development in northeastern Moraga is scheduled to be released today.
The town will be accepting public comment on the Bollinger Valley draft EIR during a 45-day period following the draft's release. A copy of the report will be available for review at the town offices, the Hacienda de las Flores facility, the Moraga Library and online at www.moraga.ca.us.
The project's developer is asking for several appeals including a general plan amendment to build on the 186-acre site.
The planning commission will hold a hearing on the draft report following the 45-day period and will make a recommendation on the general plan amendment to the town council.
Oscar Night elevator fundraiser sold out
It will be a true "red carpet" evening at the New Rheem Theatre Sunday, with a glitzy sold-out party (at $100 or $125 per person) to benefit the fund to replace an elevator needed to reopen the New Rheem's three upper-floor movie screens.
Guests will walk their own actual red carpet, being captured in their own souvenir photo of the big event. All guests will also be given the name of an Oscar nominee, and if that person wins an Oscar, the guest wins a prize.
The unusual elevator in question cannot economically be replaced, and its closure has turned the New Rheem from a four-screen theater to a single-screen venue, as of Jan. 18. The theater must raise $30,000 to replace the lift, to comply with Americans with Disabilities Act requirements. A fundraising drive started after a Times story appeared Jan. 9; amomng local businesses helping out have been Shelby's Restaurant and 5A Rent-A-Space, and significant loans and grants have come from individuals, as well.
Pothole hotline debuts
The town's Public Works Department has activated a hotline for residents wishing to report potholes.
Reports and photos of potholes can be e-mailed or sent via text to email@example.com. Include your name, the street address of the pothole and any nearby landmarks. Repairs are scheduled at the beginning of each month.
Blood drive set for March 2 at MVPC
Moraga Valley Presbyterian Church, working with the American Red Cross, is sponsoring a blood drive Saturday, March 2, from 9 a.m. to 2 p.m. at the church, 10 Moraga Valley Lane.

Grand jury applicants sought
The Contra Costa grand jury is seeking applicants for the 2013-14 fiscal year to oversee city and county governments, and school and special districts.
Grand jury members must be 18 years or older, US citizens and have resided in Contra Costa County for at least one year before selection. They can't hold any elected positions within the county and must be able to be released from their jobs to perform jury duties, among other requirements.
Sixty applicants will be selected to be interviewed by the grand jury Selection Committee. A final panel of 19 will be chosen by random drawing on June 14.

Paint collection sites established
Several paint collection sites have been set up as part of the California Paint Stewardship Program, which requires paint manufacturers to develop a system to retrieve leftover paint from household and commercial consumers.
The program will be funded by a "recovery fee" attached to the purchase price of paint sold in California. That money will go to PaintCare, a nonprofit organization created to administer the state paint disposal and recycling programs. These fees go up to $1.60 per one- to -five-gallon container of paint.
