A $1.24 million federal SAFER grant, spread over two years, would have reopened the Pinole Valley station and enabled the city to hire four new firefighters. But Pinole officials say reopening the station, even with the grant, would cost about $400,00 a year more than operating a second station without the grant; meanwhile, an unfair labor practices complaint by the firefighters union, Local 1230, could be onerous if the city loses, officials warn.
