SAN JOSE -- Roberto Peña was named the city's new retirement services director Tuesday to replace Russell Crosby, who resigned in September.
The city also officially named Julia Cooper as finance director, a position she has held on an interim basis since former director Scott Johnson left for a job with the city of Oakland in September 2011.
Peña, a native of Puerto Rico, has been deputy administrator for the Puerto Rico Retirement System for the past year. Before that he spent nine years as top administrator for the Fresno County Employees Retirement Association and six running the Kern County Employees Retirement Association.
Peña will start his new job with the city in February at a salary of $195,000, and he will be given a 401(k)-type defined contribution retirement benefit instead of a pension, reducing city retirement costs.
It is a difficult and contentious job as the city works to implement voter-approved pension reforms over employee union opposition. Crosby had been named in a lawsuit brought by unions critical of his administration.
"I'm looking forward to building on a strong foundation to meet our long-term goals during volatile economic times," Peña said in a city statement.
Although City Manager Debra Figone appoints the retirement services director, she said she worked with the city's two retirement boards during the recruitment. Directors of both boards said they were pleased with
Cooper, who has worked for the city since 1987 in various financial positions, will be paid $185,000.
