Green, 31, started 10 games last season but missed the final six because of a right foot injury. He is expected to compete for a starting spot once again. His re-signing also increases the likelihood of newcomer Kwame Harris moving to left offensive tackle to replace Barry Sims, who was released last week.
Rhodes, 29, agreed to a restructured contract in a move that prevented him from being released. He was due a base salary of $3 million for 2008, as well as a $2 million roster bonus Tuesday.
The Raiders now have running backs Rhodes, Justin Fargas and Michael Bush locked up for next season. A decision regarding running back LaMont Jordan is forthcoming, given he is slated to earn $4.7 million next season.
