The Local Control Funding Formula aims to at least restore all districts to the same level of funding they received per student pre-recession in 2007-08, with cost of living included, by 2020-21. The law also includes a "hold harmless" provision that specifies no district will receive less state aid than it received in 2012-13. Although most districts will see funding increases under the formula between 2013-14 and 2020-21, about 15 percent will not, according to the Legislative Analyst. These are districts that had high existing per-student funding before the law went into effect and include Basic Aid Districts that receive high local property tax revenues. In this chart, the 2012-13 numbers do not show the property tax revenues, but the columns for 2013-14 do show the full funding, according to the Department of Finance.
