PLEASANTON -- The city has approved a large housing development, which aims to mix nine three-story apartment buildings with dozens of single-family homes on 27 acres.

City Council members approved the proposal Tuesday night, after executives at South Bay Development Company, the project's developer, delivered a public presentation.

The development, The Commons at Gateway, is to be constructed at 1600 Valley Ave., near the Pleasanton Gateway Shopping Center. The developer hopes to break ground in 2015, city officials said.

The development will be unusual in that it will offer three types of housing, said Brian Dolan, Pleasanton's director of community development. Those styles include:

  • Nine apartment buildings standing three stories high, containing a total of 210 units.

  • About 60 single-family, three-story homes that will stand about 45 feet high on small individual lots.

  • About 35 two-story single-family houses on larger lots, built within a traditional subdivision.

    "We've had projects in the past that had two (types of housing), but not three," Dolan said. "This is pretty different."

    Campbell-based South Bay Development initially planned to build a large office campus on the property, but the economic downturn kept that project from getting off the ground.

    "We were not approving a lot of housing during the recession," Dolan said.

    The project is one of four new housing developments that recently received the green light from Pleasanton's leaders, and a fifth proposal is awaiting approval, Dolan said.

    He said the improving economy has played a factor in the city's housing increase, but other factors have contributed. Pleasanton rezoned 73 acres for high-density housing in 2011, for example, in order to meet its regional housing requirements.

    The rezoning helped The Commons at Gateway development become a reality, officials said.

    "The demand has always been there," said Dolan. "Once we did the rezoning, the market responded."
