A large water pipe construction project west of the East Bay hills is ready for public review, with an environmental document awaiting public comment and several hearings scheduled in June.

The West of Hills Northern Pipelines Project calls for construction of 8.5 miles of new 48- and 36-inch diameter water-transmission pipelines to ensure a reliable water supply to parts of North Oakland, Berkeley, Albany, El Cerrito, Richmond, San Pablo, Pinole, Hercules, Crockett and other unincorporated communities of West Contra Costa, according to officials at the East Bay Municipal Utility District.

The purpose is to correct existing deficiencies in water-transmission and storage operations, meet future water demands, improve system reliability and water quality challenges, and facilitate repair and replacement of other aging infrastructure, according to the utility district.

A draft environmental impact report is available for public review at the following locations:

  • EBMUD offices, 375 11th St., Oakland

  • Berkeley Public Library, 2940 Benvenue Ave.

  • El Cerrito Public Library, 6510 Stockton Ave.

  • San Pablo Public Library, 2300 El Portal Drive, Suite D

  • Richmond Library, 325 Civic Center Plaza

    The EIR also can be downloaded from the utility district website at www.ebmud.com. Click on "Construction Projects" under "Project Updates," then click on "West of Hills Northern Pipelines" under "Construction Projects -- Planned."
